A history of gambling in Ontario

Gambling has a long history in Ontario and across Canada, where it has been a popular form of entertainment for many years. However, it was not until the end of the 19th century before the first gambling law was passed, namely the Criminal Code of 1892 which effectively outlawed all forms of gambling in Canada. The only exception to this law was what was known as pari-mutuel betting on horse races – actually a form of track betting on horse races – which was permitted through a 1910 amendment to the code.

This state of affairs continued until 1969, when another amendment to the Criminal Code opened the door to the legalization of gambling in Canada. This amendment arose out of pressure to modernize gambling laws and because operations such as charity bingo games and raffles have fallen into a gray area that is difficult to control. A code change in 1969 allowed “lottery schemes” to be held for charitable purposes, which led to the legalization of larger lotteries across the country. The Ontario Lottery Commission was established in 1975 to administer lotteries in the province of Ontario.

Ontario Lottery and Gaming Commission (OLG)

The Ontario Lottery and Gaming Commission (OLG) was established in February 1975 – originally as the Ontario Lottery Commission – by the provincial government of Ontario. The first lottery game was launched by this new body in April of the same year, with profits going to sports and recreational activities. The OLC was responsible for the administration of provincial and national lotteries, with funds distributed among various charities, including hospitals and the environment. Ontario’s first casino – the Windsor Casino – opened in May 1994, after the Ontario Casinos Act of 1993 permitted land-based casinos to operate in the province. Ontario’s provincial regulatory body called AGCO (Alcohol and Gaming Commission of Ontario) was established in February 1998 as the regulator of the province’s regulated gambling market. In 2006, the OLG was born, an amalgamation of the Ontario Lottery and Casino Gaming Commissions. Since July 2021, iGaming Ontario – a subsidiary of the AGCO – has been responsible for managing online gambling in the province.
